This position supervises a staff of four Engineers and performs and manages complex engineering work in the design, investigation, and construction of public works and utility projects.  The position provides project management and project engineering expertise to various types of public works projects and applies extensive and diversified knowledge of engineering principles and practices across broad areas of assignments.  This position works with a high degree of independence in making decisions and managing assigned areas.


Please note- The full salary range for this position is $83,443.36 - $133,292.38 annually; however, the anticipated hiring range will be around the midpoint ($108, 368.26) of the range for well-qualified candidates.

 

Duties

 

The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. The County reserves the right to modify or change the duties or essential functions of the job at any time.

 

Leadership and Supervision:

Supervises a staff of Engineers and manages personnel-related activities such as recruiting, hiring, training and development, coaching and mentoring, conflict resolution, assigning and reviewing work, scheduling, employee recognition, and performance management.  Sets priorities, goals, and objectives for staff, in consultation with the Division Manager (DM) on the Division’s and Department’s overall priorities, goals, and objectives.

Develops, monitors, and determines staff workload responsibilities and resource allocation.  Acquires necessary resources for staff to perform functions.  Prepares and reviews work assignments with staff, providing them with constructive feedback and opportunities to help them learn and grow in their profession.  Ensures that staff are following adopted policies and guidelines and completing assigned tasks in a timely and accurate manner.

Provides recommendations to the DM on staffing levels, changes in workflows, processes, and procedures, and training and development needs.  

 

Provides leadership and support in implementing change initiatives within the Division that are initiated at the Division, Department, or County level.  

 

Provides assistance to the DM as requested in the planning and management of the Division’s budget and in writing budget packages when new/additional funding is needed.

Tracks and reviews data in support of existing performance measures.  Makes recommendations on new performance measures that would benefit the operations.

Management of Program and Engineering Functions:

Oversees the work of Engineers to ensure adherence to County engineering standards and protocols.  Makes recommendations for updates to County standards, protocols, and practices.

Oversees the Department’s floodplain management program.

Coordinates with other PWD Divisions and other County or State departments on engineering projects.

Attends various meetings as the Division’s or Department’s representative and serves on boards, committees, and workgroups as the Division’s/Department’s representative and/or as a technical liaison.

Attends and presents at public meetings/hearings and study sessions with the Board of County Commissioners.  Prepares and reviews Board Summary Reports.  Provides support to staff when they need to present at such meetings.

Oversees and participates in special projects and engineering studies.

Prepares and presents written and oral reports related to the process of projects. 

Responds to public inquires and resolves issues raised by customers.

Reviews complex or novel cases that may require the development of new or improved techniques and procedures.  

Performs the full range of Engineer case management functions as needed for assigned cases:  

  • Supervises the development of designs, plans, specifications, and estimates for the construction of public works/utilities projects.

  • Inspects project sites to assist in finding workable solutions to difficult problems.

  • Interprets specifications and County policy and makes change orders.

  • Reviews construction plans prepared by private engineers.

  • Checks computations and specified materials for accuracy and compliance with regulations.

  • Upgrades County standard plans, specifications, and design criteria manuals.

  • Reviews subdivision and parcel maps.

  • Participates in the selection and supervision of private professional consultants for the development of plans, specifications, studies, and reports.

     

    Performs other duties as assigned.

 

Requirements

 

Skills & Abilities:

  • Knowledge of advanced principles and practices of engineering.

  • Knowledge of advanced principles of project planning and management.

  • Knowledge of modern methods and techniques used in the design and construction of a wide variety of public works/utilities engineering projects.

  • Knowledge of modern developments, current literature, and sources of information regarding the assigned area of engineering.

  • Knowledge of applicable laws and regulatory codes relevant to design and construction in the area of assignment.

  • Ability to make complex engineering computations and check, design, and supervise the construction of a wide variety of public and private facilities.

  • Ability to communicate effectively both orally and in writing.

  • Ability to use a variety of drafting and engineering apparatus, including computerized systems.

  • Ability to conceptualize project/assignment goals and develop strategies to achieve.

  • Ability to identify problems at the project/assignment level and propose solutions.

  • Ability to perform full range of supervisory duties for staff.  

  • Ability to perform work and complete assignments with little or no direct supervision.

Education and Experience:   

  • Bachelor's degree from an accredited college or university with major coursework in civil engineering or a closely related field.
  • Minimum of eight (8) years of professional-level engineering experience, with at least three (3) years in transportation, stormwater, construction, or civil engineering fields.  
  • Floodplain management experience is highly preferred.
  • Experience as a team lead, supervisor, or project manager is preferred.

 

An equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient.

 

Additional Requirements:

  • This position requires successful completion of pre-employment background and motor vehicle checks.

  • License as a Professional Engineer in the State of Colorado is required or the ability to obtain such licensure within 6 months of hire.  

  • Possession of a valid Colorado Class "R" driver's license or the ability to obtain same within two (2) weeks of hire.

Work Environment:

  • Work is generally confined to a standard office environment, although occasional exposure to hazardous road conditions and weather elements can be expected while in the field.

 

Physical Demands:

The following are some of the physical demands commonly associated with this position.

  • Spends 90% of the time sitting and 10% of the time either standing or walking while in the field or office.

  • Occasionally lifts, carries, pulls or pushes up to 20 lbs.

  • Uses cart, dolly, or other equipment to carry in excess of 25 lbs.

  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or field work duties.

  • Verbal and auditory capacity enabling interpersonal communication through automated devices, such as telephones, radios, etc.

  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.

  • Visual capacity enabling constant use of computer or other work related equipment.
