Stormwater Regulatory Analyst

Performs professional and administrative support for stormwater and regulatory programs to ensure compliance with the City’s MS4 and maintenance programs as a function of the City’s goal to protect, preserve and enhance a healthy aquatic environment. 


  • Implements and manages multiple programs required for compliance under the city’s stormwater permit.

  • Researches and interprets compliance provisions with complex regulatory requirements, analyzes permits and makes recommendations for program changes and improvements.

  • Coordinates with the State, EPA and other groups related to negotiating permit changes, compliance and requirements. 

  • Requires extensive and up to date knowledge in all components of the MS4 permit and its requirements.

  • Resolves conflicts between, but not limited to, homeowner's, utility companies, contractors, other departments and the general public.

  • Communicates with adjacent jurisdictions on complaints and compliance requirements.

  • Works with all other departments necessary for regulatory compliance, ordinance, land development agreement and engineering code and standards changes and updates.

  • Prioritizes multiple changing work requests while meeting the needs of customers/users.

  • Monitors equipment maintenance needs and completion, orders equipment parts, field equipment and office supplies.

  • Manages program contracts and purchasing requirements. 

  • Tracks program expenditures and develops reports to monitor monthly budget status. 

  • Researches land ownership and responsible parties for property management.

  • Documents City’s compliance with all regulatory requirements, finds and corrects deficiencies in documentation related to permit requirements. 

  • Prepares reports and compiles documents for use in court hearings and enforcements. 

  • Assists regulatory specialists with enforcement processes and emergency response. 

  • Assist with investigations related to compliance with all local, State and Federal rules and regulations. 

  • Coordinates public education and outreach events and develops outreach materials for commercial and residential use

  • Provides training for contractors, commercial operators, property managers, citizens and City departments. 

  • Assist with annual training of City staff on pollution and spill prevention.

  • Represents department on city committees.

  • Represents City in multi-jurisdictional organizations. 

  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service. 

  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.
