The Department of Public Works, Engineering Division is seeking a dynamic Engineering Stormwater Operations Manager that is passionate about stormwater quality management. Responsible for providing general guidance and supervision to engineering staff including planning and supervising work ensuring County standards and criteria are met as well as staff development and training. Plans and manages engineering projects across multiple engineering sections; resolves difficulties and irregularities. Oversees, coordinates, and collaborates with engineers, executive leadership, legal, developers, contractors, commissions, land-use stakeholders, community groups, and other government agencies. Prepares and monitors budgets at the division, section, and project-level. May be assigned to Development Review, Construction Services, Capital Projects, or Stormwater of the Engineering Division. -
Essential Duties/Responsibilities

- Responsible for engineering project and program management for County infrastructure, to include planning, coordinating, and managing projects; ensures compliance with standards for design and construction. Develops work plans, monitors progress, and assesses employee performance against goals and objectives; coordinates activities with other County sections, departments, and divisions as required.
- Manages strategic planning, goals, objectives, and performance metrics priorities of assigned projects and programs. Maintains current list of prioritized design work; responsible for developing and executing work plans and revisions as appropriate to meet changing needs and requirements. Ensures projects and programs are completed within approved scope, schedule, and budget.
- Reviews, analyzes, and makes recommendations to develop program objectives, policies, procedures, and work standards.
- Responsible for program and project development and management from feasibility and planning through design, construction and review, coordinating with various County personnel, including procurement, finance, and legal services.
- Oversees and coordinates the work of assigned staff; establishes staffing and scheduling requirements. Completes performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process. Reviews staff decisions in relation to department policies and objectives; recommends and implements training as appropriate.
- Coordinates with appropriate internal Engineering, Construction, and Maintenance staff as well as external contractors and consultants to implement project and program direction and policy.
- Coordinates with other Engineering divisions to develop short and long-term design and construction projects and programs.
- Supervises staff research in response to requests for information. Makes recommendations for solutions to engineering related issues.
- Manages staff in development of planning and estimating for a variety of engineering studies and project scopes pursuant to County infrastructure repair, rehabilitation, and new construction.
- Coordinates with State, municipalities, and special districts regarding the planning, development, and review of projects which cross jurisdictional boundaries.
- Assists in coordination of Division services and activities with other County departments, municipalities, outside agencies, and the general public.
- Participates in the inspection of various infrastructures to recommend maintenance, construction program, and project priorities.
- Responds to questions and complaints and provides excellent customer service.
- Attends meetings representing the Department and County. Works with various County departments, personnel, contractors, developers, outside agencies, and the general public regarding projects. Provides information regarding County ordinances, policies, regulations, and standards.

Qualifications

Knowledge, Skills, and Abilities:
- Knowledge of principles, practices, methods, and techniques of civil engineering as they pertain to the section assigned.
- Knowledge of project management, public communication, issue resolution techniques, procurement, and contracting practices.
- Working knowledge of Federal, State, and Local funding programs and demonstrated ability in grant writing.
- Knowledge of engineering regulations, policies, and procedures.
- Possess excellent customer service, organizational, planning, and administrative skills.
- Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner. Ability to respond in a flexible manner and reprioritize work as situations change.
- Ability to apply principles of logic and scientific thinking to define problems, collect data, establish facts, and draw valid conclusions, exercises sound, independent judgment within established guidelines.
- Ability to analyze, interpret, apply, and explain technical procedures, applicable laws, codes, and regulations.
- Ability to plan, direct, and coordinate the activities of professional, technical, and maintenance personnel.
- Ability to supervise, objectively review, evaluate, document, and mentor professional and support staff.
- Ability to assess situations and make prudent decisions; ability to effectively apply conflict resolution and problem-solving skills.
- Ability to communicate effectively, both verbally and in writing.
- Ability to establish and maintain effective working relationships with coworkers, County staff, Elected Officials, consultants, contractors, regional working groups, outside agencies and the general public.
- Ability to remain informed of new standards, legislation, or practices that affect engineering or public works projects.
- Ability to operate standard office equipment such as computers, printers, copiers, calculators, telephone, and related software (Microsoft Office Suite) as well as engineering programs for data generation and analysis in project implementation.
- Maintain regular and punctual attendance.
Required Education and Experience:- Bachelor's degree in civil engineering or related field.
- Minimum of ten years of professional experience in a related engineering field.
- Minimum of five years of supervisory experience.
- Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:- Master’s degree in engineering, public administration, or business administration.
Licenses/Certificates:- Must possess and maintain a valid driver's license.
- Must possess and maintain a Professional Engineer’s License; ability to obtain a Colorado Professional Engineer’s License within six months of employment.
- Project Management Professional (PMP) certification preferred.
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions
-
Duties are performed both in an office environment, remote work environment dependent upon Department discretion and business needs, and outdoors. May be exposed to adverse weather conditions. Requires travel to County facilities, conferences, seminars, meetings, and outlying areas for the inspection of development, construction sites, or public work facilities. Subject to after-hours call-out.
