Job Summary

The El Paso County Department of Public Works (DPW) is looking for a motivated Stormwater Inspector with strong technical and interpersonal skills, who is a self-starter and has a passion for making a difference in our environment and community.    The successful candidate will perform field inspections for new development, DPW projects, privately-owned and County-owned facilities, and citizen stormwater complaints within the county.  The inspections will be for compliance with the County’s MS4 permit and related engineering criteria. The successful candidate will be joining a small team of inspectors with knowledge and expertise in grading, drainage facilities and temporary and permanent sediment control measures for illicit discharge and construction sites.  Teamwork and mentorship are encouraged within the inspections group.  Training is provided for varying interests, allowing for advancement within one’s career.

Full Salary Range: $25.990 - $37.668
Hiring Range: $26.421 - $31.000
 
Inspector II
Full Salary Range: $27.933 - $41.899
Hiring Range: $28.982 - $34.000
 
Inspector III
Full Salary Range: $30.870 - $46.351
Hiring Range: $32.047 - $38.000  
 
This position has an anticipated work schedule of Monday – Thursday, 6:30am – 5:00pm, subject to change. Under FLSA guidelines, this position is non-exempt.

Receives and reviews construction drawings, grading and erosion control plans, and stormwater management plans. Performs field inspections of construction sites and permanent stormwater quality control facilities to ensure they are constructed, operating, and maintained consistent with approved plans, maintenance agreements, and the Engineering Criteria Manual (ECM). Conducts Acceptance inspections and creates punch lists. Maintains departmental records relating to El Paso County’s Municipal Separate Storm Sewer System (MS4) Permit such as public education and outreach, illicit discharge detection and elimination, construction sites, post-construction stormwater management in new development and pollution prevention/good housekeeping at county facilities inspections. Assists other inspectors and may serve on projects in their absence.

 

Essential Duties/Responsibilities

  • Reviews Stormwater Management Plans during construction to ensure consistency with current site conditions and compliance with the ECM.
  • Conducts inspections of stormwater infrastructures and construction projects, including roads with drainage systems, inlets, catch basins, curbs, gutters, pipes, man-made channels, ditches, detention and water quality basins, storm drains, and other infrastructure to determine compliance with the MS4 Permit, the ECM, approved Stormwater Quality Permits, and Stormwater Management Plan. Closes active permits when projects are completed. 
  • Evaluates temporary erosion and sediment control measures at construction sites for compliance with the MS4 Permit and the ECM and recommends enforcement actions as appropriate.
  • Performs acceptance inspections of construction sites with permanent stormwater quality control measures before warranty expiration and ensures stormwater related deficiencies are repaired to meet standards in the ECM.
  • Conducts inspections of permanent water quality control structures to determine if they are constructed consistent with approved plans and are operating/maintained per approved Operation and Maintenance Agreement.
  • Assists in pre-construction meetings.
  • Performs initial construction stormwater pollutant temporary control measure inspections.
  • Uses available software and databases to track permits and inspections; maintains accurate records.
  • Works with contractors to ensure compliance with stormwater permit requirements; identifies any potential safety and stormwater/drainage concerns that may exist at project sites.
  • Provides regular project update reports.
  • Provides support to other Inspectors as needed.
  • Performs other duties as required.
Additional Level II/III Functions:
  • Assists with the training and mentoring of Inspectors on inspection methods, report writing procedures, and related tasks. 
  • Leads pre-construction meetings.
  • Responds to complaints received regarding the County storm sewer system as they relate to the Illicit Discharge Ordinance.
  • Inspects El Paso County owned facilities to evaluate compliance with and effectiveness of Facility Run off Control Plans.
Additional Level III Functions:
  • Assists with coordinating daily activities of staff and responding to issues as needed; makes recommendations concerning methods, procedures, and personnel.
  • Provides training, mentoring, and guidance to Inspectors, including inspection methods, report writing procedures, and related tasks.
  • Assists in developing, writing, and updating criteria and standard operating procedures.
  • Reviews Stormwater Management Plans during construction to ensure consistency with current site conditions and compliance with the ECM.
  • Reviews Stormwater acceptance punch lists for spelling, grammar, formatting, and completeness prior to sending to the appropriate recipient(s). 
  • Performs supervisory duties in absence of the Inspection Supervisor.
  • Provides support to other Inspectors as needed; may serve on projects in their absence.
  • Represents the County at external meetings, such as the Housing and Building Association (HBA), and Fountain Creek Watershed Flood Control and Greenway District.

Qualifications

Knowledge, Skills, and Abilities:

  • Basic knowledge and understanding of Appendix I of the El Paso County ECM, Colorado Department of Transportation M&S Standards, and the Drainage Criteria Manual Volumes 1 and 2.
  • Working knowledge of computer software including Microsoft Word and Excel.
  • Knowledge of methods, equipment, and materials used in the construction industry preferred.
  • Ability to demonstrate understanding and application of El Paso County’s MS4 Permit.
  • Basic ability to read and understand stormwater, road, and bridge construction plans, terminology, and specifications.
  • Ability to establish effective working relationships with County employees, contractors, and the public.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work safely and independently. 
  • Maintain regular and punctual attendance. 
  • Inspector II:
    • Working knowledge and understanding of Appendix I of the El Paso County ECM, Colorado Department of Transportation M&S Standards, and the Drainage Criteria Manual Volumes 1 and 2.
    • Working knowledge of methods, equipment, and materials used in the construction industry.
    • Intermediate ability to read and understand stormwater, road and bridge construction plans, terminology, and specifications.
    • Must observe and follow safety procedures and precautions. Ability to work independently with limited supervision and exercise sound judgement. Ability to train and mentor others. 
  • Inspector III:
    • Advanced knowledge and understanding of Appendix I of the El Paso County ECM, Colorado Department of Transportation M&S Standards, and the Drainage Criteria Manual Volumes 1 and 2.
    • Advanced knowledge of methods, equipment, and materials used in the construction industry.
    • Advanced ability to read and understand stormwater, road and bridge construction plans, terminology, and specifications.
    • Must possess sound understanding of algebra and geometry and the ability to perform calculations involving area and volume.
    • Must observe and follow safety procedures and precautions. Ability to work independently with minimal supervision and exercise discretion and sound judgement. Ability to lead, train, and mentor others. 
Required Education and Experience:
  • High school diploma or equivalent education.
  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
  • Inspector II:
    • Minimum three years of stormwater experience related to public infrastructure, construction, and/or inspection.
  • Inspector III:
    • Minimum five years of stormwater experience related to public infrastructure, construction, and inspection.
Preferred Education and Experience:
  • One year of stormwater experience related to public infrastructure, construction, and/or inspection.
Licenses/Certificates:
  • Must possess and maintain a valid driver's license.
  • Must possess and maintain a certification as a Qualified Stormwater Compliance Inspector - Colorado, Stormwater Management Plan Administrator, Transportation Erosion Control Supervisor Certification (TECS), or applicable certification within six months of employment.
Pre-Employment Requirements:
  • Must pass conditional post offer background investigation, motor vehicle record check, drug screen, and physical examination. 

Work Conditions

Duties are performed in an office environment and in the field, including undeveloped vacant land, construction sites, and partially to fully completed structures. Position requires travel throughout El Paso County to construction sites, negotiating rough terrain, and climbing stairs during on-site inspections in the field. Field work requires exposure to weather elements, hazards, close proximity to moving vehicles and traffic, and other adverse physical and environmental conditions. Must be able to safely lift and carry up to 50lbs. May be subject to varying work schedule based on the needs of the department.
