POSITION SUMMARY
The Stormwater Maintenance Technician performs a variety of specialized maintenance functions primarily related to the City's stormwater infrastructure. Employees in this classification perform semi-skilled to skilled level work. Work performed is physical in nature and is performed under severe working conditions. The Stormwater Maintenance Technician performs manual labor and basic equipment operation as part of a work crew in the maintenance and repair of the City’s stormwater infrastructure. This position is also part of the City’s snow and ice control program, which includes scheduled on-call responsibilities through the winter months to remove snow using snowplow trucks, sanders, front-end loaders and motor graders. Snow removal shifts are typically 12 hours. This position is required to work overtime, weekends, and after-hours in the event of an emergency such as clogged pipes, flooding, or a severe weather event. Must be able to respond within one hour when on call. This is a safety sensitive position.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities
Performs a variety of duties (construction, maintenance, and repair) requiring knowledge of stormwater and drainage systems. This includes the following:
- Conduct inspections of the stormwater drainage system.
- Install/construct, maintain and repair storm sewer pipes, manholes, catch basins, inlets, vaults, drainage channels, and floodways for the prevention of flooding and to facilitate proper drainage.
- Use tools and equipment including, but not limited to, the following: single and tandem axle dump truck, snowplow, spreader, grader, skidsteer, excavator, backhoe, plate compactor, concrete saw, loader, hand tools, power tools, long handle tools, jackhammer, grinder, compressor, tamper, locating equipment, gas and electric powered equipment and hand tools, flush truck, CCTV equipment, hydro-excavators, and combination vacuum style trucks.
- Use pipe locators, metal detectors, GPS equipment, and correlators. Maintain and troubleshoot equipment issues.
- Climb ladders and enter confined spaces without physical assistance.
- Read and interpret design drawings, blueprints, maps, quarter section books, computer generated drawings, and records measurements and locations of manholes, stormwater pipes, storm drains, etc. Should feel comfortable using computer technology, such as tablet or laptop, to collect and process field data.
- Assists in troubleshooting and repair processes to the storm sewer system.
Assists the Streets Maintenance Division with snow and ice control by using snowplow trucks, sanders, front-end loaders and motor graders to remove snow and ice from city streets and assist in the safe flow of traffic.
Cleans roadways using street sweepers to ensure materials do not enter the storm sewer system.
Understands the operation of a stormwater collection system and stormwater best management practices (BMPs) and the impact the stormwater system has on the environment.
Responds to questions from the public about the storm sewer system operations and maintenance activities as necessary.
Maintains a working knowledge of the safety regulations and associated safety procedures associated with stormwater system maintenance, roadwork, and confined space entry/rescue, and remains alert to conditions, hazards and events occurring at the jobsite. Always utilizes the best industry safety practices.
Adjusts, inspects, and cleans vehicular and non-vehicular equipment.
Cleans and maintains tools; cleans work and shop area as required.
Performs daily CDL pre- and post-trip vehicle safety inspections, records information in a vehicle inspection log, in order to identify safety issues. Reports mechanical problems for shop repair.
Completes necessary paperwork at end of shift, regarding work orders completed.
Sets up traffic control devices and directs traffic safely around work sites.
Required to cross-train in other City Departments/Divisions as directed by supervisor.
Must be able to interact with others in a positive manner.
Other Duties & Responsibilities
Collects trash and debris from major city corridors to ensure trash doesn’t enter storm sewer system and for the safety of citizens and cleanliness of City property.
Operates combination vacuum truck, backhoe, skidsteer, excavator, and street sweeper to maintain stormwater drainage system.
Assists other Departments/Divisions in completion of tasks as needed.
Performs other duties as assigned and required.

PREPARATION AND TRAINING
Education: High School diploma or GED equivalent.
Experience: Working knowledge of equipment operation, such as a combination vacuum truck, street sweeper, skidsteer, backhoe, excavator, or snowplow.
Required Driver's License: Valid Class B Commercial Driver’s License with Tanker Endorsement within 3 months of hire.
An equivalent combination of education, training and relevant job experience may be substituted.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work is performed primarily outdoors in all weather conditions with exposure to extreme temperatures, noise, dust, fumes, street traffic and materials used in stormwater infrastructure maintenance such as concrete and asphalt products. Items to be lifted may include, but are not limited to, rocks, oil bags, manhole and inlet rings and grates, metal and plastic pipe, concrete bags, animal carcasses etc. Work may be performed near moving machinery, moving mechanical parts and in heavy traffic.
Sufficient physical stamina and strength is required to safely perform the following:
- Push/pulling of up to 75lbs of force; lifting floor to shoulder of up to 85lbs; lifting shoulder to overhead of up to 50lbs; carrying up to 85lbs
- Occasionally stand, climb stairs, bend for periods of time, reach overhead, crawl, kneel, crouch, climb ladders, balance, use fine motor skills and manipulation, use near acuity and color vision and frequently stoop
- Constantly sit, walk, squat, handle tools or other equipment, hear, use far acuity, depth perception and peripheral vision
HOURLY RATE
$19.75 - $29.62/hour
